Actress Terry Pheto Linked to R20 Million NLC Funding Scandal
South African actress Terry Pheto has been named in new allegations involving the misuse of millions of rand linked to the National Lotteries Commission (NLC), as investigators continue to probe suspected irregularities in funding allocations.
The revelations were presented during a recent briefing to Parliament, where officials outlined developments in an ongoing investigation into how lottery funds were distributed and used.

Millions Allocated for Health Project
According to the Special Investigating Unit (SIU), a company known as Zibsimode received R20.56 million for a project aimed at supporting circumcision programmes tied to public health and cultural initiatives.
However, investigators allege that the funds were diverted from their intended purpose, raising concerns about accountability and oversight in the management of public resources.
High-Profile Names Cited
The SIU told lawmakers that several individuals are believed to have benefited from the funds, including Terry Pheto, former NLC board chairperson Alfred Nevhutanda, businessman Malwandla Siweya and former chief operations officer Phillemon Letwaba.
In addition, investigators flagged a separate R5 million payment routed through another entity, Zibsibix, which is alleged to have ultimately benefited Nevhutanda, with claims linking the transaction back to Pheto.
Parliamentary Briefing Highlights Concerns
The findings were disclosed during a session of the National Assembly’s Portfolio Committee on Trade, Industry and Competition, where SIU officials provided updates on ongoing efforts to recover misappropriated funds and hold those involved accountable.
The briefing forms part of broader investigations into the NLC, which has faced increasing scrutiny over governance and financial management issues in recent years.
Previous Denials and Ongoing Scrutiny
This is not the first time Terry Pheto has been linked to alleged irregularities involving lottery funds. In an earlier case, the actress denied any involvement in wrongdoing.
The latest claims add to growing pressure on authorities to conclude investigations and clarify the extent of accountability in the matter.
