Nigerian Foreign National Shot And Killed During Xolani Khumalo’s Anti-Drug Operation
A Nigerian man, identified as Rugert, was shot and killed during an anti-drug operation in Windsor, Northern Johannesburg, in which ActionSA’s Ekurhuleni mayoral candidate, Cllr Xolani Khumalo, was present.
The incident has sparked mixed reactions, with a group of residents reportedly gathering at Linden Police Station demanding Khumalo’s arrest.

Xolani Khumalo Addresses the Incident
In a statement, Khumalo confirmed the shooting while condemning the criminal activities that prompted the operation.
“ActionSA can confirm that during an anti-drug operation yesterday, a shooting incident occurred in which a Nigerian suspect, involved in drug trafficking, was shot,” Khumalo said.

He emphasized the need to confront violent criminal syndicates that have long terrorized communities, saying that decisive, lawful action is essential to restore order.

Khumalo highlighted ActionSA’s 10-Point Action Plan to Fix Ekurhuleni, with safety and law enforcement at the forefront. Key measures include:

From cleaning up the EMPD, to establishing specialised units to dismantle drug syndicates and gangs in key hotspots, to deploying detection and crime-mapping technology for rapid response, and to reskilling and capacitating Community Policing Forums, ActionSA has a clear plan to reverse Ekurhuleni’s descent into lawlessness,” reads the statement.
