A Zimbabwean national has been arrested in South Africa for allegedly securing a senior government position using fraudulent documents and earning more than R3 million in salaries. Kudakwashe Mpofu, 33, is accused of using a fake South African permanent residence permit to get a job at the North West Development Corporation (NWDC) in 2023.

Fraud Charges and Arrest

Mpofu was arrested in Mahikeng on Tuesday, 28 January 2025, by the Hawks’ Serious Corruption Investigation unit. Authorities claim he provided false documentation to secure his position at NWDC, where he started as an asset manager before quickly rising to acting CFO and later securing a permanent CFO appointment.

His arrest follows an intensive investigation into his employment history. Mpofu appeared in the Mmabatho Magistrates’ Court on Wednesday, 29 January 2025, facing fraud charges. His case was postponed to 3 February 2025 for a formal bail application.

A spokesperson for the Hawks confirmed:

“The accused obtained employment at the NWDC under false pretences, receiving salaries amounting to over R3 million. His fraudulent documentation enabled him to secure promotions and access significant financial benefits.”

If convicted, Mpofu could face jail time, fines, and possible deportation.

R3 Million Salary Scandal

Authorities are questioning how Mpofu remained undetected for nearly two years while earning a substantial salary. His rise from asset manager to CFO raises concerns about the effectiveness of background checks in South African government institutions.

An insider at the NWDC, speaking on condition of anonymity, said:

“It’s shocking that someone could climb the ranks this fast without proper verification. This raises serious questions about recruitment processes.”

Officials are now reviewing hiring policies to prevent similar incidents in the future.

Authorities Commend Investigation

The acting North West Provincial Head of the Hawks, Brigadier Silas Munzhedzi, praised the collaborative efforts that led to Mpofu’s arrest.

“We commend the Hawks and the NPA for ensuring that the accused is held accountable. Corruption and fraud must be rooted out at all levels.”

Dr Rachel Makhari, Director of Public Prosecutions in North West, also emphasised the importance of preventing fraudulent activities in government agencies.

The case has sparked debate on how foreigners are vetted for employment in South Africa, particularly in state-affiliated institutions. The court will decide Mpofu’s bail status on 3 February 2025.
